Weird college radio promo record from SST College Radio America.  Short 20 second to one minute radio spots for various bands with voice and music for Ramones, New Order, Paul Weller, Elvis Costello, Bangels, Beatles, etc.  Some include interviews.  Made to play over the radio I assume.  Even has a contest.  Random collectors item.  Can't find any information online.
